what do whether conditions and time of year have to do with the accuracy of the analysis? If it wasnt snowing, we wouldnt care if the analysis is sloppy? Or we wouldnt want an analysis at all? I just dont quite understand what they are trying to say here.

Most samples taken would warrant analysis, and I would want accurate results regardless of weather conditions or time of year. I am sure they are trying to say something, But I dont understand.
