But the point is that you need to halt if that material news is leaked. Taken from your post:

All investors got the information in the same timely manner so no halt. And it did affect the value of the securities and influence the investors decisions so it was material.


As for a halt on gqc, they should have halted the stock before hole 90 NR, there was trading the day before the news, a pop in volume and share price. I just wish when I saw it happening I loaded up instead of sitting on what I had.
