I wonder what the actual all-in costs per ounce of Shafter considering everything, perhaps market thinks Shafter won't add value acretive or otherwise if silver sinks below xx$ like was during the 90's.

Market acting like a twenty-year bear market in the metals is starting, (no a fifty year bear market). I don't believe that is the case.

Can  La Negra save the company with silver under 10? probably but I hate to see what the shareprice would be under that situation. I don't think it should be much lower than it is now, but as much as I want to buy more shares here, I simply won't. I've got my core, that's enough.
