@DaveW2 - I cann't pull up the article that you are referencing unfortunately. but my guess is that it would extremely difficult if not politically impossible for the Obama administration to unilaterally cut the number of warheads that the US has deployed. I'd suggest that due to the changing nature of warfare, more American and Russian warheads will eventually be decommissioned and used for civilian purposes, but the time frame for that is well beyond December. Once all of the politics are ironed out, you still have the commercial contract negotiation process and the actually logistics of the undertakings. I know where you're coming from with that, but we should probably be ok for some time yet.
