I would expect that on the negotiating table we find the $$ royaltie value of the by-products from russian use of the process, and the possibility of Rusal selling (Orbite's processed) alumina to China.
From RB and Morin statements, it does seem that the JV is not dependant on the publication of the BFS. Of course the eventual partners are privy to the latest info to be included in the BFS, thus don't need its publication to take position.
