It is not illegal for a group of people who feel that it is disadvantageous to them to have their ORT shares utilized for shorting, to take steps such as moving their shares out of margin accounts and into cash accounts (amongst other things), in the hope that this will prevent their broker from lending those shares to shorters.  Some have expressed doubts that some of those things will actually prevent the shares from being loaned.  Some have expressed doubt as to whether this will effectively contribute to a short squeeze.  I don't have a clue on those issues.  But it is certainly legal!
