I think you overestimated the power of the FNs. They are just people, the chiefs are just human, so they are governed by the laws and government, and they can be motivated by benefits. When the government or the court tell them that they cannot block the mine, and the government and CLF provide some benefits to them, I am quite sure they will be happy to support the mine.
