How can you set a target price on anything in this market.  Three years ago this would've already been at $1.  We have no idea what the company's intentions are long term.  They may sit down and decide the cash flow is more than they need for exploration and production moving forward and declare a dividend with half of it.  What would the share price be then? Say a dividend of 1 cent per month to start out.  That would certainly boost the share price and make a takeover more costly for anyone looking to buy on the cheap.  So there are numerous avenues the company can take to boost value.  We'll just have to wait and see.
