It does seem over the top. 

My guess is that it is an intricately involved turn in Kyrgyzstans internal politics, which has a faction that professes to want to make the country friendly to western investment.  The new government is still just getting settled in, and one hopes on positive news.

IMO the article is a small shot in a bigger mix.  I take it as serious, but the guy has got to be out on a limb.
